ABSTRACT
The Covid-19 pandemic finds the world’s largest economy in a state of confusion and impasse. What explains this tragic failure? To come to terms with this, this chapter considers three themes: governance, American capitalism since the 1980s, and Donald Trump as hairpin turns in the United States’ forward motion.
