ABSTRACT
The Covid-19 pandemic has exposed the inadequacies of Kenya’s devolved governance system. While public health typically falls to county governments, most lacked effective capacities. Confusion about who was in charge of managing the pandemic further affected the response. County governments protested attempts by the central government to take charge over medical staff and handling of funds. The situation was further marred by numerous faux pas by both central and county governments.
