ABSTRACT

This chapter looks at the linkages between the funding pattern of Higher Education (HE) and access to it in the United Kingdom (UK) and India. It may be noted that UK and India are at two different stages in terms of extent of globalisation of the HE sector and it would be interesting to examine how they grapple with the role of HE to promote social equality. Democratisation of the HE sector in terms of increased participation of the public and private sector has its merits and demerits. The chapter deals with the changes in the HE sector with reference to their implications for inclusion and exclusion. It analyses how the HE sectors in the UK and India are evolving as they grapple with the challenges and tensions of realising social justice in the backdrop of the dominance of the neoliberal policies.
