ABSTRACT

The state of Meghalaya falls under the Sixth Schedule of the Indian constitution and the autonomous district councils in the state have been a major area of discussion among various stakeholders in the state. The state has seen multiple institutions playing different roles at various levels, and this has often led to major confrontations within these institutions. The state government has been trying to keep the autonomous district councils under the garb of Paragraph 12(A) of the Sixth Schedule. This essay mainly examines the position of the autonomous district councils vis-à-vis the other institutions in Meghalaya and also tries to find out a possible solution in the process of governance.
