ABSTRACT

The desire of the tribal people of undivided Assam for autonomy led to the incorporation of the Bordoloi Sub-Committee report by the Constituent Assembly of India in Articles 244 (2) and 275 (1) as well as in the Sixth Schedule to the constitution of India. The Sixth Schedule provision provides for the establishment of the regional council, autonomous district council, autonomous council and territorial council. The North Eastern Areas (Reorganization) Act of 1971 made significant changes in the Sixth Schedule and further changes were also incorporated by other amendments. There are now ten different councils with wide-ranging powers and functions under the Sixth Schedule in Northeast India. There are also autonomous district councils, development councils and other councils outside the provision of the Sixth Schedule but their status and privileges are different from autonomous district councils and other councils under the Sixth Schedule provision.
