ABSTRACT
This chapter examines the normative relationship between the welfare state and poverty. While some believe that the welfare state is to be blamed for the occurrence and prevalence of poverty, others argue that only robust and extensive welfare institutions can tackle the problem of poverty. The chapter illustrates some of the critical normative challenges of this discussion by analyzing opposing views on the role that an unconditional and universal basic income should play in reforming current welfare regimes.
