ABSTRACT

The chapter reflects the developments in the Latvian correctional system during the COVID-19 pandemic from 13 March 2020 to 7 April 2021. The challenge of that time was to balance the interests of prisoners in exercising their human rights while ensuring the rights of both prisoners and other people to health. During this difficult period, the ability of specialists in the field to make decisions was of great importance. Both legal decisions and decisions about individuals had to be taken at the right time. Certain restrictions in the penitentiary system will remain for some time after the pandemic and there are still many challenges ahead.
