ABSTRACT

Slovenia twice declared the outbreak of COVID-19 an epidemic, first in March and then again in October 2020. The Government of the Republic of Slovenia adopted a number of legal measures to mitigate the consequences of the spread of COVID-19. Recommendations of the National Institute of Public Health were taken into account when adopting the measures. The spread of the COVID-19 virus had various implications for the enforcement of penal sanctions. The Ministry of Justice developed strategies to tackle the epidemic, which took into account all recommendations of the National Institute of Public Health. Despite certain restrictive measures, their aim was to enable persons serving a prison sentence to have contact with the social environment in order to respect their human rights, while still limiting the spread of the virus as much as possible. The measures referred, inter alia, to temporary non-execution of imprisonment, the possibility of early release and suspension of sentence.
