ABSTRACT

This case addressed the issue of trying to reconcile public and private interests in the development of a luxury hotel in the downtown area of Memphis, TN. The project sought to meet both economic needs and benefits for the city by considering historical hotel performance and proposing a 350-key site. Projected occupancy and performance was estimated and supported by Payment in Lieu of Taxes (PILOT) and Tax Increment Financing (TIF) incentives. At the time of writing, this potentially challenging project is beginning construction, not least because of this alignment of public and private interests.
