ABSTRACT
This chapter looks at the recent trends in international drug control and suggests a historical, political and policy framework for understanding these changes within the UN system context. It suggests that as the regime undergoes an internal evolution of policies, with some Member States maintaining a focus on prohibition and others pursuing new policies beyond prohibition, the system will effectively evolve to encapsulate both approaches.
