The economic system and land policy also changed in accordance with these constitutional orders. Citizens were granted with the right to use land allocated by the state for residence and home farming, and agricultural workers are granted the right to use land for residence and farmland for private consumption, the right to collectively use the land allocated to the production solidarity group and the right to lease land for agricultural production from the state. The 1989 Constitution clearly recognized the private ownership of land by providing that it grants Cambodian citizens with “the right to own and use land” and “the right to inherit land granted by the state for the purpose of residence and clearing for cultivation” and that the detailed substantial provisions on ownership and other real rights are delegated to the legislature by providing that the right to own and use land shall be stipulated by law.
