ABSTRACT
Energy cooperation has become an important track of the SCO. The members have actively promoted energy cooperation and achieved some fruitful results. Yet, energy cooperation within the SCO framework faces some real obstacles. To strengthen SCO energy cooperation, it is suggested that legal mechanism shall be built to ensure that basic principles be adhered to, performance of the SCO energy club be enhanced, and dispute resolution means be facilitated. Hopefully, multilateral energy cooperation will be carried out in the future.
