ABSTRACT

Since the mid-twentieth century, the world has witnessed unprecedented changes in the political, economic, humanitarian, and other spheres that have broadened the scope and the dimensions of the area of international security, which traditionally focused on the military aspects.

A broader understanding of international security favors more perspectives for universal and regional cooperation, and international strategies to counter new threats and challenges alongside the traditional ones.

Combating extremism as an integral part of an international counterterrorism strategy has recently taken a more independent place on the agenda of the UN system and regional IOs. The same happens at the domestic level. However, the increase in counter-extremism activities at all levels is not supported by the coordination of efforts.

The SCO, one of the largest and a dynamic regional IO, stands out among intergovernmental IOs in terms of the degree of development of conceptual and normative frameworks for combating extremism, which is in full accordance with Chapter VIII of the UN Charter.

The purpose of this study is to provide a comprehensive and critical international legal analysis of the normative and conceptual framework and mechanisms of the SCO in combatting extremism to obtain scientifically based new knowledge on the subject, which will contribute to the development of an efficient coordination model of complex efforts in this field at the universal, regional, and national levels.
