ABSTRACT

In the case of a new community young people will be the backbone of the town and if they are to be encouraged to stay, the new development must be attractive to them and provide them with all the opportunities they need not only for earning a living, but also for enjoyment. The Act referred to new communities rather than new towns, as it was realised that most would not be towns in the sense of having their own local governments, and that many would be located within the areas governed by larger cities. Funds for development and reasonably good management, such a project can hardly fail to generate a secure economic base for a wide cross-section of income groups with varied skills. Recommendations were made for various sectors including employment, transport, housing, social services, administration and financial management, together with a policy for an overall growth strategy.
