ABSTRACT

In all development projects the emphasis should be on efficient and timely delivery – the end of the process when the benefits become available to the groups for whom they are intended. This chapter examines the process and concentrates on the technical study period during which projects and programmes are created. Many attempts have been made to chart the process of planning with varying levels of sophistication and complexity. To execute most technical assistance contracts a cross-section of skills will be required which will, of course, vary from project to project. In the case of Dagat-Dagatan, National Housing Authority (NHA) was responsible for detailed design and implementation whereas in the Regional Cities programme, it was the intention that the local authorities should design and implement the projects under the guidance of NHA, which would provide loans to each city.
