ABSTRACT

The author notes how crisis often leads to a devolution of leadership powers to lower levels. Using national and community responses to COVID‑19 as an example, he describes how leaders who connect with their communities and demonstrate empathy and compassion are able to engage in partnerships that enable all parties to achieve their goals. Where top-down leadership fails, leadership from the bottom up may turn out to be more effective. The author concludes that what have been seen as good leadership practices in the past may not be effective in the future.
