ABSTRACT
This introductory chapter presents the key themes of the book and sets out its scope, aims, and structure. The chapter provides a brief assessment of why the COVID-19 global pandemic should be treated as a crisis and how it concerns human rights and security as two distinct yet interrelated and symbiotic concepts. It provides a brief introduction to the structure of the whole volume and what issues each chapter addresses.
