UN-Habitat’s strategic plan for the period 2020–23, endorsed in May 2019 by the inaugural UN-habitat assembly, focused on the agency’s role as a global centre of excellence and innovation, and on meeting the challenges of a rapidly urbanizing world, becoming a ‘solutions agency’ to effect change and leverage partnerships. World habitat day is celebrated annually on the first Monday in October, to raise awareness of the state of human settlements; in 2020 the global observance of event was hosted, in a virtual format, by the Indonesian authorities in Surabaya. UN-habitat also works in the immediate aftermath of a disaster to assist humanitarian efforts and to introduce elements of sustainable recovery. From 2014 UN-habitat implemented a UNDP-supported urban recovery programme in Iraq, under which it rehabilitated homes in conflict-affected areas. Voluntary international arrangements that seek to prevent proliferation nuclear weapons or their means of delivery include: the Hague code of conduct against Ballistic missile proliferation and the missile technology control regime.
