ABSTRACT

There are four layers of stakeholders in the Bulgarian Parliament. These are the politicians (the MPs), the governing administrative personnel, the experts and the administrative staff. The structure of the Parliament is provided by the 1991 Constitution and the Regulation for the Organization and the Activity of the National Assembly. Most of the members of the administration of the National Assembly have the status of public servants. They are recruited, perform their functions and have the rights and duties prescribed in the Public Servants Act. The Bulgarian Parliament has clear institutional hierarchy. On the top of it stands the Chairman or Chairwoman of the National Assembly. He or she has range of important competences provided by the Constitution and the Regulation for the Organization and Activity of the National Assembly, most of which are concentrated within the parliamentary corporation, while some of them allow him or her to participate in the general political life of the Republic of Bulgaria.
