ABSTRACT

This chapter discusses the administration of the Estonian Parliament. It focuses on the work practices, autonomy, and the political dimension and considers the knowledge and support services, main activities, and mechanisms for ensuring professionalism. According to its statutes, the Chancellery of the Riigikogu is an official public agency that supports the national parliament in performing its constitutional functions. The political structure of the parliament is headed by the annually politically elected parliament's board. The board is elected in late March and consists of three members: the Chairman and two Vice Chairmen. The main function of the Chancellery is to provide support for the politicians. These include the knowledge and support services, in the form of legal or policy expertise, at two different levels: Legal and Research Department, the expert staff assigned to the parliamentary committees and factions.
