ABSTRACT

This chapter explains the work of the Saeima Administration and considers the functions, structure, personnel, and external relations the Saeima Administration in the parliament. It analyses the knowledge and legislative drafting services and considers recent developments in openness and digitalization. Until 2017, the Latvian parliament was one of the few parliaments in Europe which lacked a research unit to provide MPs with research and evaluation support. Latvia is among the countries where at least 10,000 citizens can present collective legislative initiatives directly to parliament. The process is regulated by the Rules of the Procedure of Saeima. The Latvian parliament was one of the first parliaments in the world to be ready to work remotely during the Covid-19 crisis. In conclusion, the chapter reflects on the development of the Saeima over the last three decades, identifying both strengths and weaknesses.
