ABSTRACT

This chapter analyses the implications this has had on parliament's administration as well as how the latter have been impacted by digital technology and the COVID-19 pandemic. The work of parliament has been impacted by three important developments over the last two decades which have impacted its staff numbers and budget. The first relates to Malta's membership of the EU in 2004; from membership onwards, parliament was given the additional role of scrutinising the government's EU negotiating positions. The second important development was the move to new premises in 2015. Third, the most significant recent innovation in the work of parliament's administration was the 2017 Parliamentary Service Act. Fears that Malta would be heavily impacted by COVID stemmed from its status as the most densely populated country in Europe as well as the EU country with the fastest growing population due to inward migration.
