ABSTRACT

This chapter provides an analysis of the organizational structure of the Dutch parliamentary administration, its role in the context of both day-to-day and more exceptional parliamentary work, its relations with other actors, and the external challenges facing the administration. It focuses on the parliamentary administration of the House of Representatives, known as the Tweede Kamer. The role of the Directorate is to provide substantive preparation of both the plenary and committee meetings. It also supports members in preparing the consideration of legislative proposals and in corresponding with the government. The Presidium – the political leadership of the House – is responsible for developing the yearly estimate of the expenditure, including the expenditures on the administration. Importantly, this estimate also sets the political priorities for budgetary expenditure. The administration of the Dutch parliament performs crucial functions, not just in terms of managing parliamentary procedures and information processes but also in terms of preparing the substantive work of the MPs.
