ABSTRACT

Parliamentary staff form a special and permanent body governed by a special statute – the statute governing parliamentary staff – and access to this career is usually made through the starting grade of the category and requires certain educational qualifications. Among the rights and duties of parliamentary staff is the duty of developing, strengthening and enhancing their professional skills through an appropriate training system, which is ensured through access to internal and external training activities. More recently, in 2018, the Communication Office and the Museum and Citizenship Division were set up, and the services created in 2004 were abolished. The creation and recreation of these services show the search for solutions to the new areas of parliamentary competences focusing on citizens and the importance of communication, in addition to the allocation of internal capacity in terms of the budgetary control.
