ABSTRACT

The rebuilding of the Romanian parliamentarism brought about the restoration of democratic principles. The Romanian Constitution provides formally for a strong and stable Parliament. The Assembly is defined as the sole legislative authority and the supreme body of representation. This chapter focuses on the configuration and functioning of parliamentary administration, in order to explore the potential causes for a lack of substantial changes in the parliamentary administration after the adoption of the Parliamentary civil service act. It presents the organization of Camera Deputatilor and focuses on the material and personnel resources available to the house. The Romanian MPs were initially reluctant to implement regulations on the creation of the parliamentary public administration. Soon after the adoption of Law 7/2006, they changed their minds and rallied in favour of the civil servants, strongly lobbying to maximise the reward structure for this category of personnel.
