ABSTRACT

This chapter discusses the politics of parliamentary administration in Brazil. The Brazilian Parliament is made up of two Houses: the lower House and the upper House and focus being on the former. It describes the Brazilian basic institutional structure, its party system recent evolution as well as its model of legislative organization. Hence, the politics of parliamentary administration analysed in the chapter will be limited to the political system consolidated with the democratization process in the country from the late 1980s. The House's permanent employees are recruited through civil service examinations. Today, the legislative process in the Camara dos Deputados is fully electronic, both in terms of document production and of monitoring the processing of proposals and voting procedures. The transition to democracy in Brazil, eventually established with the 1988 Federal Constitution's promulgation, represented both an opportunity and a great challenge for the Congresso Nacional.
