ABSTRACT

This chapter focuses on the parliamentary administration of the Parliament of the Republic of South Africa (RSA), which is the national legislature consisting of the National Assembly (NA) and the National Council of Provinces (NCOP). It starts out with providing the historical context and background in terms of how the Parliament of the RSA has transformed over various epochs. The single parliamentary service administration is headed by the secretary to Parliament as the accounting officer. The environmental analysis covers fundamental aspects of the economy, budget and finance, as well as facilities, human resources and professionalization. At the dawn of South Africa's relatively young democracy in 1994, the overwhelming priority was to build the new Parliament of the RSA's capacity to implement its new constitutional mandate. However, it must also be understood and appreciated that ZBB is extremely time-consuming and takes real expertise to draw up a budget from scratch on an annual basis.
