ABSTRACT

New technologies put organisations in front of some difficult choices. Starting with a broad review of the technological state of play, this chapter addresses a series of digital challenges today's parliamentary administrations face. The impact of new technologies and information and communications technologies (ICT) on administration is not specific to parliaments – if one just thinks about how digital tools have transformed office work, writing, research, communication etc. However, parliaments have paid a specific interest in technological and IT innovation, for several reasons. There is a considerable literature on the impact of ICT on parliamentary work. Since the end of the 1990, ICT has become key in the organisation of some of the main parliamentary activities. First, technology has completely changed the way data is managed and how research is conducted. Modern technology, particularly the rise of digital platforms, has initiated a profound shift in personal and political communication through the immense popularity and outreach of social media channels.
