ABSTRACT

Northeast Wilmington (NE) faces a variety of environmental, social, and economic pressures including flooding, vacancy, and high rates of poverty. Academic institutions and a community consortium (Collaborate NE) partnered to develop a flood mitigation plan with emphasis on using non-structural mechanisms as a catalyst for larger structural changes and greater environmental resilience. Collaborate NE will use the non-structural projects to jumpstart funding efforts to implement additional ecologically-focused revitalization efforts.
