ABSTRACT

This chapter charts the work of the Scottish Government’s Working Group on Diversifying the Teaching Profession. In 2018, the Scottish Government committed to increasing the representation of teachers from Black and minority ethnic backgrounds to at least 4 percent by 2030. Research was conducted to build the picture of what action was required to create the conditions for change. This included analysing teacher census statistics, academic reports and surveys on diversity in the profession; consultation with local authorities (the largest employers of teachers), universities, education organisations and teacher unions; and engagement with Black and minority ethnic teachers. This chapter outlines key action areas, progress to date and what further steps need to be taken towards 2030.
