ABSTRACT

International Higher Education (IHE) has been concentrated in the United States and other western countries for decades. Countries outside these areas have worked hard to enter and compete in the global IHE market, and some have subsequently emerged as hot spots. One such country is Russia. In the past decade, Russia has revamped its higher education system and implemented two internationalization policies to attract inbound international students, the 5-100 and Export Education initiatives. This chapter draws on interviews with 23 higher education experts from various higher education institutions and government organizations in Russia to consider how initiatives meant to attract international students have met both intentional success and unexpected positive and negative consequences. The chapter concludes by presenting theoretical, programming, and policymaking implications that consider health and political changes over the past year.
