ABSTRACT
As a principle of benevolence to mankind in general ought to occupy the tarait of every man, and be reduced into practice on every proper occasion; so in a particular manner the duty becomes more weighty as our obligation to action increases. Actuated by these and similar sentiments, the Committee find they are distinctly called upon to perform every duty that may have the least tendency to extenuate the sufferings or enlarge the happiness of their constituents.
