ABSTRACT
This chapter describes and examines the dynamics concerning the process of making international rules in sport. For this purpose, this chapter, by way of illustration, discusses the Valieva Case in which people all over the world had a great interest in the first quarter of 2022. We can find interesting dynamics of the rule-making process in the field of anti-doping between the written-rule-making power of the World Anti-Doping Agency and the case-rule-making power of the Court of Arbitration for Sport, which sometimes conflict with each other.
