ABSTRACT

Bioweapons have been used in warfare for more than 27 centuries and by terrorist groups a number of times in the last 50 years. They can create disproportionate fear as they are largely invisible, capable of spreading quickly, and can result in gruesome, painful deaths. Does COVID-19 have the potential to be used by extremist groups as a bioweapon? This chapter attempts to answer that question while exploring the steps required to weaponize the virus in a way that would meet extremist objectives. It also considers the impact government response can have on this and what can be done to mitigate the threat.
