ABSTRACT

The creation of the post of Chief of Defence Staff in August 2019 and the follow-up establishment of the Department of Military Affairs in the Ministry of Defence in December have addressed the long-standing imperative of reforming the higher defence management structure. These decisions are set to transform the pattern of civil–military relations that has prevailed until now. What would be the characteristics of the new pattern of civil–military relations and how different would it be from its forerunner? What factors influenced the formation of the previous pattern, and how relevant are these likely to be for the unfolding one? These are the questions explored in this chapter.
