ABSTRACT

This chapter seeks to analyze the narratives embraced and articulated by China, the United States and Brazil in the debate about 5G mobile technology, and how these impact domestic debates about the subject, using Latin America’s largest country as a case study. It describes the global debate about the subject, and how 5G has become a key element of the growing geopolitical dispute between Washington and Beijing. The chapter offers a brief overview of the debate about 5G in Brazil. It discusses how viewing the debate through the lens of narratives articulated by the three countries helps us gain a better understanding of the negotiation. The rise of the Tech War is not only likely to be the defining element of the bilateral relationship between the United States and China, it will also create complex challenges for third countries such as Brazil, Germany, the UK and Japan as they seek to articulate their foreign policy strategy over the coming years.
