ABSTRACT
In this chapter I explore how government healthcare policies were formed to include other public institutions in the twentieth and twenty-first centuries. I will show how the language of care started to move beyond the social welfare environment into the cultural sector in the UK. I will discuss how the health and cultural sectors began to work more closely together to think about care but equally how discrimination of race, class and other forms of discrimination became part of the dialogue.
