ABSTRACT

There has been interdisciplinary norm diffusion in global health from ‘the right to health’ to ‘health for all’ (HFA) and then to ‘universal health coverage’ (UHC). The human rights’ norm of ‘the right to health’ was translated into the development norm of HFA. Then, the development norm of HFA became integrated with the health norm of UHC, representing a strategic health policy to achieve Sustainable Development Goal (SDG) 3. Norm diffusion also took place within the concept of UHC, from health to finance, and then to politics through global health diplomacy. At the World Health Assembly convened by the World Health Organization, health ministers agreed on the importance of UHC as a health policy in achieving SDG 3. To finance UHC, it is also important for finance ministers to endorse UHC as a good social investment for development. To give political priority to UHC in each country, consensus among the heads of state and government at the United Nations High-Level Meeting on UHC was critically important.
