ABSTRACT

Despite their ideological differences, US governments since the early 2000s have been fairly aligned in their perceptions of China’s rise and the threat it poses to US interests, if not their policies. This chapter explores the drivers and motivations behind the development of a bipartisan consensus in the United States on the need for competition with China over the past 20 years, how the Trump and Biden Administrations have utilised coalitions like the Quad and the Quad Plus to shape Chinese behaviour in the Indo-Pacific, and what the future of such groupings is likely to be.
