ABSTRACT

This chapter reviews both the inter- and intragenerational equity debate. The focus then turns to intragenerational equity, with an examination of the key measures of intragenerational equity. While intergenerational equity has been the focus of much debate, with discussions focusing on the appropriate intertemporal discount rate, the issue of intragenerational equity has largely been put to one side in the climate change debate. The main equity concern in the near term is that of intragenerational equity, which may have increasing importance in moves towards a sustainable climate policy framework, and this will be the focus of the rest of the chapter. Intragenerational equity the distribution of income and other factors that make up well-being within a generation is important for the sustainability of the development process and hence of the mitigation strategy. The case study in of Botswana illustrates how distributional weighting of the control cost and ancillary benefits of climate mitigation projects may impact project analysis.
