ABSTRACT

As more higher education institutions value international students, new intermediaries have emerged to support their recruitment. This industry has grown without sufficient transparency, monitoring, or regulation. While efforts have been made to establish standards of practice globally, compliance is nearly impossible to measure. With so many new actors on the international landscape, it remains difficult (if not impossible) to ensure ethical behavior by all intermediaries motivated by incentives that may not align with the best interests of students and their families. This chapter provides commentary on the issues that drive this growing and increasingly diverse industry, the inadequacy of mechanisms for control, and the gaps in information, and warns of resulting risks.
