ABSTRACT

In the spirit of educational reform, this chapter presents two Colorado school districts' data within a framework of program evaluation using a logic model of planned change. The process of collecting data, which will become the basis for the logic model of planned change, usually begins with categorizing the information collected into storage bins or columns in a table. Ultimately, the goals of the new model were to increase the number of culturally, linguistically, and racially diverse students newly identified as gifted and to increase the inclusion of these children in gifted education services. Overall, the district increased the number of students considered in the referral process by using the body of evidence model. Changing the identification process helps the reader cast a wider net with regard to meeting the needs of poor, linguistically, and culturally diverse students. The desired vision needs to be continually investigated to determine how resources are being invested with specific learners to achieve specific outputs.
