ABSTRACT

The chapter addresses the EU Global Strategy towards Asia as the patronage manifestation, a specific form of postcolonial approach towards leadership. The EU Global Strategy on Foreign Affairs and Security Policy (EUGS) (2016) succeeded the European Security Strategy (2003) and reflected a new vision of the EU “strategic culture”, in particular, security. The key question of the contemporary security agenda is how the European Union should implement its new “Global Strategy” in its practical policy towards Asia. Central Asia became the focal point in the context of the integration challenges provided by the Eurasian Union, the Belt and Road, etc. The chapter considers Central Asia as the feasible example of the “neighbours-of-neighbours” region adjacent to the EU and the EU Global Strategy as an instrument for ensuring leadership rent.
