ABSTRACT

This chapter aims to discuss national data sets used to determine prevalence rates of learners who are disability or disabilities (DWD). It reviews select comprehensive, historical publications regarding students who are DWD. The chapter examine promising frameworks utilized in education to address the diverse needs of learners. Individuals who are DWD constitute approximately 40%–50% of the general population of learners who are d/Deaf or hard of hearing (d/Dhh). A national survey of nonresidential schools and programs with students who are d/Dhh was conducted to identify more students in mainstream and inclusive settings. Professionals working with students who are DWD should utilize an asset-based approach, focusing on what the individual can do as the foundation for instruction and using these strengths to scaffold instruction. Universal Design for Learning is a framework that promotes an asset-based approach to meet the needs of all learners through accessible environments.
