ABSTRACT

This chapter examines the role of civil society organizations in Myanmar, using theories of ‘post-politics’ to look at dynamics of urban development and associated processes of depoliticization. Under the National League for Democracy, government and private sector planning processes had increasingly adopted the language of inclusion and participation, yet simultaneously constrained public debate and disagreement. This compelled civil society organizations to renegotiate their role in technocratic policymaking and their own moral legitimacy in relation to government or private sector elites.
