ABSTRACT

Global governance on counterterrorism follows a distinctive pattern and reflects broader trends in world politics. For much of the last century, counterterrorism cooperation was limited but the period since the terrorist attacks in the United States on 11 September 2001 has seen an unprecedented expansion of global governance. This includes the initiation of a new field of policy and practice, preventing violent extremism (PVE), as well as the creation of new multilateral mechanisms. Critics have consistently drawn attention to the negative consequences of these developments, especially regarding human rights. Future developments will be affected by uncertainty surrounding the implications of Russia’s invasion of Ukraine, which seems likely to impact patterns of multilateralism and global governance.
