ABSTRACT

NewSpace is a clear global trend which cannot be ignored by Russia. The successes of foreign private space companies have served as a good incentive for the Russian space industry to reassess its policy and legislation. This chapter describes the national regulatory regime applicable to both the state-driven space economy and the nascent private space sector in the Russian Federation, including on issues of state jurisdiction, responsibility and liability, public procurement, ownership of space objects, licensing, certification, insurance, and export control in the area of space activities. Special emphasis is given to recent political and regulatory initiatives to promote the advancement of NewSpace in Russia.
