ABSTRACT

ESA as the driver of the European space industry has proved its ability to adapt in the face of the most serious challenge – the COVID-19 pandemic, which brought about increased inflation resulting in the scarcity of electronic components and material. Constant evolution of the ESA procurement process in a way that would secure a level-playing field for all categories of economic operators allowed the Agency to act quickly, flexibly, and efficiently to support the distressed industry. The continuity of cash flow towards the industry, and continuity in the initiation of new procurement processes were key. ESA’s prompt yet pragmatic actions allowed it to minimise the negative impact on the European space industry. In the light of the current geopolitical turmoil, ESA procurement continues to effectively adapt, and can serve as a model in that respect.
