ABSTRACT
THIS STUDY DEALS with ways of addressing more effectively the problems of shelter, settlement, and development in Third World countries (TWCs). We have three aims: to explain where the TWCs are now and why, with regard to shelter, settlement, and development; to distinguish processes and policies that are working from those that are not; and to suggest measures which would encourage learning and increase the likelihood of effective responses to the problems that lie ahead.
