ABSTRACT
This chapter on incremental change towards providing Housing First outlines both promising policies and strong initiatives in homelessness monitoring and prevention that can be seen in the Netherlands. At a time when more and more people are falling into poverty due to, for example, soaring energy bills, the broader framing of the issue is timely. But the chapter also highlights the challenging multi-level context of coordination and shifting definitions and interpretations of responsibilities in attempts to structurally end homelessness. It concludes by showing how final considerations of the policy success lies in a wider welfare state debate and the Dutch coalition governments.
